Yes, but only if the information does not cause outer panic (sparks national issues, discussions, debates all around the world or gets too much attention from other countries)

Yes, but only for Police, Firefighters, and the Medic. Also If there's an accident, or someone's trying to abduct random stuff, terrorists, homicides, and also murder

Give them "Time Served," under a No Recrimination Act, as long as information proves true and leads to convictions. Anyone falsely accused has rights.. Don't treat them like heroes, unless they had nothing to do with what they witnessed.
