Decrease because I believe the government spends too much on the military and they need to allot the money on more necessary matters such as funds for education, and assistance for those who need the money more.

Only grant temporary visas to most highly-skilled immigrant technicians and talents, whose only jobs are to give specialized training to millions of unemployed Filipinos, so they could eventually take on the very jobs that only those highly skilled immigrant technicians and talents could.
