Yes, however people who engage in hate speech should not be free from the consequences of the speech. The speech itself may be protected, but the results of that speech should be taken into account.

Hate speech like racism, threaten violence, incite insurrection should and must not be protected by freedom of speech laws. But if criticizing the government is considered as "hate speech," the latter must be protected.
