No, homeless individuals are not allowed to sleep nor encamp on public property since they chose to refuse available shelter or housing that was offered to them.

We should convince them more to live in available shelter/housing provided by the government. In a good manner of course, not threatening them. This is for their own good and safety. Also, for a clean and organized society.
